[Dev] SIG-Proposal-reST Documentation and Sphynx Auto-generation

Hello, Here's the SIG proposal for reST Documentation and Sphynx Auto-generation. The goal of the SIG is to create documentation processes and tools, that allow community to extend, as well as system to auto-generate.
