[Dev] Proposal to add New MCU hardware support for OpenHarmony

Dear OpenHarmony PMC, This mail is to propose adding new hardware such as Arduino Nano 33 BLE as supported MCU for OpenHarmony which is targeted for L0-L1 devices. Detailed information about the proposal I have added in the attached .md file.
