议题3：codec HDI编解码能力结构体新增QPMap特性变量

同意新增在Types.idl的OperationMode新增SUN_BLOCK = 22和在ExtendedStreamInfoType中新增EXTENDED_STREAM_INFO_UV = 12。

同意在camera_device_metadata_tag中新增枚举tag：
